Torbay Council to roll out System C software for adult social care

Torbay Council has extended its partnership with software provider System C to implement its adult social care case management and finance system across the region in Devon.
The five-year agreement will integrate System C’s Liquidlogic adult case management with the council’s existing Liquidlogic children’s social care case management system, creating a unified platform to manage both adult and children’s social care records.
Following the data migration of existing records, the Liquidlogic adults case management system is expected to be live by Summer 2026.
Councillor Hayley Tranter, cabinet member for adult and community services, public health and inequalities for Torbay Council, said: “In Torbay our vision for adult social care is a thriving community where people can prosper and our priorities are to help people live well and independently, regain independence, and to help those who do have care and support needs to live as independently as possible, safely and with choice and control.
“We also want to make the system easier to navigate and to help frontline adult social care staff to work as efficiently as possible with the right processes and systems in place.
“This new case management system is something people and staff have been asking for and we believe it will make a big difference to both staff and those accessing social care services.”
The Liquidlogic software will be used by frontline adult social care staff employed by both Torbay Council and South Devon NHS Foundation Trust to help plan more effectively and commission care for vulnerable residents.
It is also expected to streamline key processes, including needs assessments for individuals and their carers, providing essential advice and setting up vital support services.
Amrik Johal, managing director for social care and education at System C, said: “Joining up digital services wherever possible is essential and with this latest agreement we’ll be able to provide Torbay Council with a fully integrated system, allowing their teams to work digitally in a forward thinking and progressive way.”
It is hoped the Liquidlogic system will improve the way care needs and histories are understood by enabling a more joined-up approach.
The system is also expected to enhance support for carers through more automated reviews and assessments, as well as offering a future self-service portal, giving individuals direct access to their own records.
Devon Council has also partnered with System C to adopt the Liquidlogic Adults Case Management and Liquidlogic Children’s Case Management solutions, with the systems expected to be fully operational by early 2027.
Meanwhile, in December 2024, System C announced that it was trialling an AI assistant for social care in the NHS, developed in partnership with Microsoft to support social care practitioners by reducing their admin burden.
The technology, which will be available within the Liquidlogic social care software, transcribes audio recordings from assessment or meetings and populates responses to required workflows, with the aim of saving time typing up meeting notes.
