Our latest Movers and Shakers roundup features Joe Harrison joining NHS Supply Chain and Tom Kibasi joining NHS England as director of strategy.


Joe Harrison CBE has been appointed as chair of the NHS Advisory Board for Procurement and Supply at NHS Supply Chain.

Harrison has served as a chief executive at Milton Keynes University Hospital NHS Foundation Trust since 2013. He is also national director for digital channels at NHS England, which includes overseeing the development of the NHS App.

He serves as chair of the NHS Confederation Employers Policy Board and a trustee of the NHS Confederation.


Richard Barker, who was an NHS England regional director from 2012 until his retirement in 2024, has been hired to oversee NHS England’s merger into the Department of Health and Social Care.


NHS England has confirmed that Tom Kibasi has joined from the Department of Health and Social Care as director of strategy.

Kibasi has been an adviser at DHSC since February 2025, with a key role in writing the 10 year health plan.


Health tech startup DaiserĀ has announced Dominic James as the first appointee onto its advisory board. Launched in 2024, Daiser is an AI-native platform aimed at simplifying global digital health services.


Adam Doyle, who was seconded to lead integrated care system development at NHSE, returned to the Sussex Integrated Care Board as chief executive this week.

He started working part-time as NHS England’s national director for system development in March 2024 and was due to go full-time in January 2025, however he has not been working at NHSE since March 2025 when Amanda Pritchard was replaced as chief executive.


Mersey and West Lancashire Teaching Hospitals NHS Foundation Trust has appointed Steve Rumbelow as its new chair after Richard Fraser stepped down from the trust last year.

Rumbelow served in senior local authority roles across the north of England before becoming chief executive of Rochdale Council, where he was also the accountable officer of Heywood, Middleton and Rochdale Clinical Commissioning Group from 2018 until 2022.


Norfolk and Waveney Integrated Care Board’s chief executive, Tracey Bleakley, has been appointed interim managing director of Norfolk and Norwich University Hospitals NHS Foundation Trust on a six-month secondment.


Martin Kuper, chief executive at Moorfields Eye Hospital NHS Foundation Trust, has resigned.

It comes after a period of turmoil among the trust’s top management, with its deputy chief executive and finance director, HR director and research director all departing within a short time frame.
